Does the Tar in Tobacco Smoke Vary Based on Temperature?

I've heard hookah smokers say that less tar is produced from hookah smoke because the tobacco is "baked" rather than burned like in a cigar/cigarette. Does tobacco (or any other plant) really produce less tar when burned slowly at a lower temperature? I've looked around and couldn't find any info for temperature vs tar produced.

This is a purely scientific question. Don't bother lecturing me about the dangers of smoking. Thanks.

Suggestion:

Cigarettes contain tar in them. Shisha does not.

Tar is formed from tobacco when it is burned. Since shisha is cooked it hardly forms either. The plus side to hookah also is that water filters tar. I have seen experiments where cigarettes are smoked through a hookah and then they cook the water leaving only the tar, it makes quiet a wad of tar. When done to water in the base of a hookah the amount is barely enough to qualify as a spitball. I have been searching YouTube for the videos but I can't seem to find them.
