I think it should be legalized, because if it were legalized, the government could control the intensity and make it safe, stopping people from buying potentially dangerous mixes on the street. It could be possible to issue licenses that update whenever you buy some, to make sure that people aren't becoming addicted or that it isn't being sold to children.

Like sex, alcohol, or cigarettes, marijuana is one of life's little pleasures for some people.
Drug busts often trap young people in a flawed system that turns them into lifelong criminals.
Marijuana is often used as a stepping-stone drug, leading to heroin, cocaine, or other harder drugs.
Stoned driving and other dangers would be increased.
Some consider use of the drug as morally wrong.
Legalization would increase the chances of the drug falling into the hands of kids.
Because of drug-related arrests, people who have committed or are likely to commit more serious crimes can be taken off the streets.
Physical damage would be done to users that abuse the drug.

I think some of your reasons are genuinely very good, and controlling the intensity will be a good idea, but the problem is some people really do want 'dangerous mixes', which they will buy from drug dealers anyway. I think if possible, add a law that not only legalizes marijuana, but also controls the intensity.

The drug generally isn't more harmful than alcohol or tobacco if used in moderation. ~ No offense, but it'll be hard to just moderate something addictive, especially when it's available. Instead, maybe have only a fixed amount of marijuana every month, like a ration.
There are medical benefits such as the those for cancer patients. ~ Aren't they able to get it anyway without it being legalized?
Drug dealers (including some terrorists) would lose most or all of their business. ~ Marijuana is usually not a particularly big part of their business, because there are other drugs available as well. Heroin and cocaine are far more addicting than cannabis, and the addiction is what keeps customers coming.
Some consider use of the drug as morally wrong. ~ Yes, and that's why this law will probably be NEVER passed in the near future (at least 50 years). There will be most likely more people against it than for it, and most will refuse the legalization of drugs without even considering the pros.
Also, in a way drug dealers can benefit from this law. By agreeing to sell more potent cannabis, they can raise their price. But at the same time, they will lose all lot of business, so it's kind of the same. Like the law against manufacturing alcohol like 80 years ago or something. :l
Anyway, I think it marijuana should be legalized – but with lots of conditions. But the problem is, if there are too many conditions people will simply go back to drug dealers, but if there are not enough conditions people will abuse cannabis.
I'm only saying my point of view, so yeah.
