Here is my translation. Depending on whether the person you address is well known to you or not, you use either the informal (Du) version, or the formal one (Sie):
Bitte rauchen Sie nicht mehr auf dem Balkon. / Bitte rauche nicht mehr auf dem Balkon.
Ich bin äußerst allergisch gegen Zigarettenrauch und wenn Sie/Du auf Ihrem/Deinem Balkon rauchen/rauchst, kommt der Qualm in mein Apartment und ich bekomme eine allergische Reaktion davon.
Wenn Sie/Du umbedingt rauchen müssen/mußt, bitte nur in Ihrer/Deiner Wohnung.
Vielen Dank für Ihr/Dein Verständnis.
Ich bin Ihnen/Dir sehr dankbar dafür.
